The principal of Baldwin Middle-Senior High School in Jacksonville, Florida, was arrested Monday on a felony charge of failing to report child abuse, sending shockwaves through a community that had long regarded him as a dedicated school leader.

Michael Townsend, 48, was taken into custody by the Jacksonville Sheriff’s Office on June 29, just one day before his resignation was scheduled to go into effect on June 30.

The charge, a third-degree felony under Florida law, comes after Townsend had already been reassigned from his duties earlier in June while Duval County Public Schools conducted an internal personnel investigation.

According to the school district, JSO assisted at the district’s request, and the State Attorney’s Office reviewed the evidence and determined there were sufficient grounds to issue an arrest warrant.

No further details about the specific circumstances surrounding the alleged failure to report were made public, with the district directing all questions to the Jacksonville Sheriff’s Office.

A Community Left Searching for Answers

Parents at Baldwin Middle-Senior High School described the news as deeply unsettling, particularly because many had viewed Townsend as a positive force in their children’s lives.

Kristen NeSmith, a parent of two students at the school, said both of her children were heartbroken when they learned Townsend would no longer be their principal.

“My 16-year-old, I said to him the other day, what would you want in a new principal, and his response to me was, I want Townsend,” NeSmith said.

She added that Townsend had personally helped her son enroll in an aeronautical program to become a pilot one day.

The arrest adds a painful new chapter to what has already been a turbulent stretch for the Baldwin school community.

On June 23, just days before his arrest, the district had notified families that Townsend had decided to resign, with Region Superintendent Timothy Simmons stepping in as interim leader while the school searches for a permanent replacement.

Connection to Earlier Teacher Arrest Remains Unclear

The situation at Baldwin has drawn additional scrutiny in light of a separate arrest that took place more than a month earlier.

In May, teacher James Mulvey was arrested on a charge involving offenses against students. Authorities alleged that Mulvey had developed a romantic, though not physical, relationship with a female student at the school.

Notably, it was Townsend himself who announced Mulvey’s arrest to the school community. Whether the two cases are connected has not been confirmed by investigators or the State Attorney’s Office.

In a message sent to parents Monday afternoon, Regional Superintendent Tim Simmons acknowledged the difficulty of the moment while emphasizing the district’s commitment to transparency and student safety.

He encouraged families with questions about the criminal investigation to contact JSO directly.
